I told you a couple of times, why do you bother with configure? I think you are attached to configure so much that you are refusing to follow any other suggestions. I wrote in previous reply to bunzip2 and untar will give you a folder usr/X11R6, put it in your cygwin directory by copying or moving it.
Do you know how to copy and move folders on Windows? As you said you got /usr/X11R6 folder with other sub-folders in it, so what is the problem now in copying? How about you do the following download the lesstif-cygwin lates binaries put it in c:\cygwin directory (folder) or whatever drive you have cygwin installed bunzip then untar using tar xvf command you should be all set to go. YOU CANNOT RECOMPILE PRECOMPILED BINARIES USING CONFIGURE, MAKE AND MAKE INSTALL COMMAND. IT HAD BEEN DONE FOR YOU THEREFORE PRECOMPILED BINARIES ARE AVAILABLE FOR DOWNLOAD. If you prefer to use configure then get the source code and recompile it, BUT then you are on your own because I do not believe you have much experience with programming therefore it will be almost impossible to help you.
