 Half our udev rule files come from upstream now, and there's no way we can
 add this header and footer to those (at least not without modifying them
 after installation).  Almost another half come from the udev-config
 tarball, and they're installed with {{{install}}}, not {{{cat}}}.  (It
 seems that we only put the begin/end lines in files created using
 {{{cat}}}.)

 The only udev rules files that this would really even apply to are the
 custom rules files from section 7.13.1 ("Creating stable names for network
 interfaces"), as Peter's original post said.  But if the rest of the udev
 files aren't going to have these begin/end lines, why put them in the
 files created here?

 I'd also say leave it as-is, for that reason.
