I think so.  As far as I can tell, the create_floppy_devices -G option
is used to set the GID on the devices that the program creates; the
program does not modify the permissions on the "root" /dev/%k device.
To modify that group, we still need a rule that sets GROUP for udev.

(Plus, the SuSE rules assign GROUP on these nodes, although they do it
to all devices whose subsystem is "disk".)
