Hmm; not having looked at the instructions recently (before saying we
needed to remove this file) -- I assume the lack of "cd .." doesn't
confuse the build automation?  (I.e., the build automation has to cd
into the newly-unpacked udev-145 directory.  But by the time these
commands are done, it's in the udev-config-xxxx directory instead.)

Assuming it runs each package in its own shell, that's not a problem.
And you said you got jhalfs to work, so this is probably not an issue at
all.  I'm probably just being overcautious.  :-)
