Looks like minor changes to me, except for one teeny little alteration:

The subdirectory in the source tree rules/packages has been renamed to
rules/arch, and contains only architecture specific rules now.

Yes, rules/packages is now rules/arch, and it no longer contains the
pilot-link rule. So, the only thing needed is to remove the cp statement
for that rule. Other than that, it looks like a simple upgrade.
