#3501: extraneous command in groff installation

The command
mkdir -p /usr/share/doc/groff-1.22/pdf
in Section 6.46.1 seems to be obsolete.
I created that directory, but it remains empty after make install. Groff
installed its documentation in /usr/share/doc/groff-1.22.2 which it
created itself.
