#3515: Inconsistency with adjtime

 In the systemd book, the instructions to configure the system clock
 describe creating /etc/adjtime, which is used by systemd. However, the
 instructions for Util-linux still say to edit the source to change
 "/etc/adjtime" to "/var/lib/hwclock/adjtime" to match the FHS.
