Looks like it is - http://home.san.rr.com/johninsd/pub/linux/lilo. The only advantage that I can see from Grub2 over Grub Legacy is it's usable on PPC, x86-64, x86-32 (I think) which means that cross-lfs has fewer bootloaders to worry about. I don't think LILO targets anything other than x86-32, and I'm not sure of its current build requirements.
