OK, I see what is happening, but I don't know how to fix it.  The page
uses a lot of <div> blocks and IE must be placing the 2nd block (banner)
before it is determining the 1st block (topnav) dimenensions--or is
ignoring all of topnav dimensions when placing (banner).  The logo is
inside (banner) and evidently the top half of the logo is being covered
up by the (topnav) block.

One way to fix might be to redo the logo png to add about 13pt of
whitespace (for IE) and then adjust the top parameter by -13pt (for
standard complient browsers).
