Look at bug 1720. If you don't want for the devices, how can you know if
the next script to run requires an as-yet-created-device? swapon was
failing due to /dev/hd? not yet existing. Any number of things could
fail, however. And I don't think we should assume that someone isn't
putting a SCSI mass-storage device into fstab for auto mounting at boot.
