The packages I was able to find that can use libcap, and are in the BLFS book, 
are:
zsh (version 4.3.x). I have no idea why a shell would use libcap, but it does.
ntp (version 4.2.4)
samba
vsftpd
gnupg has experimental support (version 1.9.x)

jack-audio is referenced in BLFS, I think, and can use libcap.
pulseaudio might be referenced in BLFS, I'm not sure.

Others:
pinentry
pure-ftpd
vdr (Video Disk Recorder)
uae (Ubiquitous Amiga Emulator)

The ntpd, samba, and vsftpd packages should be reasonable to add libcap to, in 
the BLFS book.
