I had to download their "debian" tarball (i.e. the changes to
.orig) from my local mirror. Once you get to the pool/ directory, I
think it is in main/t/tzdata. Looking at
tzdata_2012d-1.debian.tar.xz with 'view' the instructions are in
debian/rules which is a Makefile.
They use a sun patch to create extra jdk 1.1.x compatible zones,
which we don't need, and something called 'fdupes' to replace
hardlinks by symlinks - I assume that is for packaging reasons.
