The the first thing the first bootscript does:
if ! mountpoint /run >/dev/null; then
mount -n /run || failed=1
fi
mkdir -p /run/var /run/lock /run/shm
Did you create /run in Section 6.5?
Does /etc/fstab have
tmpfs /run tmpfs defaults 0 0
Do you have CONFIG_TMPFS=y in your kernel configuration?
The BOOTLOG is /run/var/bootlog.
