See ticket #3095. I'm starting to write the instructions for updating procps to procps-ng. Right now we remove the kill command from procps because it is installed in util-linux. Is there really a preference?
procps-ng is installed after util-linux, so if it's built in both places, the version from procps-ng will be used.
