Works for me now. It looks like it was a temporary problem.
http://ftp.gnu.org/gnu/mpfr/mpfr-3.1.4.tar.xz works, but couldn't find a homepage, or I would have just fixed it.
Please do not be too quick in fixing this type of thing. We need to wait to see if the issue is transient.
