I'm surprised the manpages aren't being installed. I did just check on
an earlier LFS build (early stages of 9.1's release) and I can confirm
this.
This is supposed to be fixed by the manpages tarball though. I'm going
to test adding -Dman=true (initial outlook seems to be fine on that
system, but I'm going to run it through jhalfs with and without the
change to make sure nothing else is happening that isn't supposed to).
I'll get this fixed up, thank you for reporting it!

It's been fixed in SVN, and will be set to -Dman=true in there. I've
added an errata to:
http://linuxfromscratch.org/lfs/errata/9.1-systemd/
To document this as a "Miscellaneous Errata". -Dman=true seems to do the
trick, I did a before/after build to confirm it as well :)
