Well actually both of "libtool" and "autoconf" in Chapter 6 require "help2man" to be available beforehand (I believe also "binutils" expects "help2man" to be available as well).
I don't see a reason for not adding the dedicated "help2man" instead of passing "HELP2MAN=true". "help2man" expects "makeinfo" (from "texinfo") to be available beforehand, so it should be built after "texinfo" is built".
