Politics. On the one extreme, you have FSF purists who think everyone should use info, on the other you have debian-influenced "a man page for everything" people.
Info is occasionally hard, but when it works well it's really good. Man is often hard to navigate when it contains a lot of information, and both are often hampered by a lack of useful examples.
