Used H264 analysis tools indicate no errors, so it seems that the file
content is not completely wrong - maybe only a flag needed by Windows Media
Player is not set correctly.

As stupid as it sounds, since looks like you tried everything else, do
you have the h264 codec that supports the profile you are using?
