The option is consistent with the normal pattern used in configure and
the way debian/ubuntu splits fontconfig.

I think I discussed looong ago about this (since Gentoo uses the names
w/out lib) and the agreement was to use --enable-libfoo for libraries
and --enable-foo for system features and built-in features.

To be debatable if it is completely consistent and/or fontconfig should
be considered a system library such as openssl for sure.
