Thanks for responding. I call avcodec_send_packet() with complete frame so 1 packet==1 frame. Input is not the concern, I want to understand what is ffmpeg buffer management logic which seems to be inconsistent or untill I understand the logic :( For few streams it makes 1st I frame available immediately after decdoing and for some it doesn't. While both carry similar type of frame sequence and num of ref frames.
