I'm using SoC Allwinner H3 (Nanopi Neo Core), it doesn't have «SSSE3
instruction and so on» (vdpau, vaapi etc)
It has a Mali GPU and there is an old patch to ffmpeg codec CEDRUS for H264
encoding, so I decided to use it.
«context manually» — over alloc and av_dic_set, not sws_getContext
