It turns out that AVStream's time_base's docs also say "This is the fundamental unit of time (in seconds) in terms of which frame timestamps are represented." but they are different for an audio-only file: 1/48000 and 1/14112000 respectively. Which applies to timestamps is AVFrames, and when? Wishing I'd seen all this before writing to avoid looking a fool...
