The timestamp indicates when the video/audio/metadata is to be presented
to the viewer. The value is in milliseconds relative to the start of the
file.

If you have an flv file, a hex editor and a copy of
http://download.macromedia.com/f4v/video_file_format_spec_v10_1.pdf
you can try it out yourself and see how altering the timestamp values
affect the playout.
