Certainly looks that way, and, I suppose, thinking about it that's how
it should be. After all, the encoder doesn't know that I'm just taking
its output and stuffing it into a file. As far as it's concerned, I've
asked it to encode an MJPEG stream.

So, even though the VBR settings are made *after* opening the codec,
these values are latched and become "constant". Time for an experiment,
I think.
