can you name those sites which offers prebuit binaries.I just need the
version which has the mplemntation for avcodec_decode_video2().

There are a few sites that offer perbuilt windows binaries, but I'm not
sure how recent any of them are. Your best bet is to build it yourself;
this way you can choose the exact options you need, extras you want,
license you want (all the perbuilts I know of are GPL) etc.
