Actually, it opens a URL. The URL can have a scheme name, which corresponds to
a protocol implementation, which handles the I/O. It is not limited to files,
and you can even define your own protocols. There are some protocol
implementations built-in, but I don't know what they all are offhand. I've
personally just used files and UDP.
