Thank managed to get it working, needed to add "-f mpegts 
udp://224.10.0.3:1234" 
instead of the filename, the missing bit was the mpegts.

Also then found out i needed to drop the packet size to a multiple of 188, so 
added "?pkt_size=1316" to the end of the url.

The way of IP is the same of a file.
in url_fopen() or av_open_input_file() just write "udp://[IP], or
something like that. libav will then open the networkstream, or sends
pakets over network.
