I assumed by "MPEG-4" you meant its variant of the quicktime container,
also known as .mp4. It sounds more like you have a raw H.264 stream, but
that should work fine in ffprobe/ffmpeg/ffplay. Maybe if you post a bit
more hex, like the first dozen lines from hexdump, someone would be able
to say more.
