Yes of course! You find the documents under ffmpeg.org. There is a link to the 
doc generated by doxygen. An alternative is to edit the files under libavcodec/ 
and libavformat/. OK. It is not so well documented like other frameworks. But 
you find also a huge bunch of examples in the internet (and also at the 
homepage of ffmpeg). If you write want you want to do, maybe we all can give 
you detailed answers.
