Thanks, I'll take a look. I had done partial packaging for
debian/ubuntu, but never posted the patch for it. Even if it is
quick-and-dirty, I would appreciate it you post it, so that it can be
reviewed and incorporated.
FYI, I ended up creating two packages
1. libcgroup - contained the library and utilities
2. libcgroup-devel - contained the development header and library
