Buddha: 1. Metadata is the information associated with, say, a call, a tweet, a post, whatever. It includes location data, IP address, network names, etc. It's information 'about' the communication but not the contents 'of' the communication. 2. Yes. Government can use metadata to build relationship models, track peoples whereabouts, confirm locations, and a variety of other things.
