Buy a dedicated machine for your offline activities, physically remove the wireless card(s), disable the bluetooth module, and remove all network drivers. If something is fully air-gapped forever, then operating system is virtually irrelevant. There are sufficiently advanced removable-media exploits that can hitch a ride on your USB sticks and external hard drives and even your PDFs.
