At least I would assume such, as that was who could only vote, and as such, would seem who could only run for office. As such it should be, and as such, land owners would have protected their own investments. Such is what was till the law was changed and allowed office to be held by those with only positive liberty. Also, there wasn't either monopoly of adjudication or protection. The militia was the main means of protection, and that was anarchist (self rule) in nature, and there was no such thing as a bar, and anybody could actually act as an arbitrator.
