Absolutely.  Any Individual may come to the aid of any other Individual against 
whom Force is being Initiated, IF that other Individual wants such aid.  And 
there is no moral difference between an Individual and a Group of Individuals; 
what one may do, a Group may do, and vice versa.
This is true even if there is only ONE dissenter in the invaded Country.

What an invading Country may NOT do, however, is Force its subjects to PAY for 
it (as has been done in all of the U.S. Wars).
