There was a proposal to re-attach the kernel driver in the end for libftdi-1.0, I think that has been implemented in libftdi-1.0. On the other hand, it is trival to write a simple program to do what you want with libusb-1.0 (no matter you use libftdi-0.19 or libftdi-1.0).
