Yup that's what I'm asking about....a native Java implementation. I'm
wondering if it would be terribly difficult to take the current version
of libLAS and port it to Java.

There is no port of libLAS to Java as far as I know.  People can use
libLAS plus Python or .NET using custom bindings to libLAS, but that
might not be what you're asking about.  You're asking about a pure Java
implementation, correct?  I don't think there's such a thing.
