Mike, Have you considered how encoding full-waveform data other than Leica will have to be done in version 1.3. The 1.3 definition is basically written for Leica data and really doesn't support easily writing other vendors formats like Riegl. I've heard of a few people doing their own work arounds but it often means tossing out any relevant calibration information for future use.
