To answer your question Howard, when receiving this error I was using the gdal-1.7.1 stable source from gdal's website. I then built the gdal source with the external geotiff and tiff library locations in nmake.opt commented out (so if I understand you correctly it should be using the internal gdal libraries?).
After reading your response, I tried building gdal with an external tiff library (tiff-3.9.2 that I also built form source) just to see what would happen and I received the same error in Visual Studio.
