Somebody other than any existing libLAS developers is going to have to want it 
bad enough to get libLAS building and working on a MinGW environment.

We try to be careful to use #ifdef _MSC_VER instead of #ifdef WIN32, but there 
still may be cases throughout the code.  Someone needs to try and see where 
things are at right now.

Users of your R wrapper who want to play on windows are going to have to step 
forward to bring things in line.
