Vector-valued test functions have been on "the list" for a while.  I
think Roy and Ben pretty much know *how* to do it, but it would take a
little time and a lot of testing to get right.

Unless you are implementing a Raviart-Thomas or Nedelec finite element
formulation, it's tough to justify the extra work required at this point.
