Just thought I would let you know that I've checked in an initial numerics/epetra_vector.h/C . Right now it is mostly just a copy of petsc_vector.h/C with petsc replace by epetra ;-) I've commented (and #if'd) out all the parts that don't compile yet... it's definitely a work in progress.
If you feel like filling in any of the methods... feel free! I'll be working on it as I have time.
