Same here.  For god measure, I uploaded the file again and got the same
behavior.

I don't see anything on the site status, but I'll keep an eye on it.
In the meantime, if you have svn you can grab the libmesh-0.6.2 tag:

$ svn checkout \   
    https://libmesh.svn.sf.net/svnroot/libmesh/tags/libmesh-0.6.2/libmesh \
    libmesh-0.6.2
