You can configure with 

$ ./configure -enable-1D-only

or

$ ./configure -enable-2D-only

which will define LIBMESH_DIM=1 or LIBMESH_DIM=2  in libmesh_config.h, the 
definition in libmesh_common.h is a fallback default.
