Sure.  Inasmuch as we are governed by persons, not machines, it seems that
all decisions regarding government action must be made by persons.  You can
have all the rules you want, but human beings must implement them, and
because the rules can never translate unambiguously to decisions in all
cases, the humans implementing those rules will always have the privilege
and burden of discretion.

So how is it to be decided who those persons will be?  Do you see any
BETTER choice than some form of democracy (literally, "rule by the
district")?
