I don't see what I could change--it's documented as step #1 in
win32/INSTALL.txt!

The real problem there is that I'm maintaining a document for an
environment that I don't use myself, based on individual tips,
suggestions, and corrections from third parties.  What it really needs is
some structural maintenance from someone who knows what he's talking about
and can verify that it all works.
