It could start as part of LibreDWG but in separate files as an extension to the library API. I agree that it is a totally different file format that requires a different parsing strategy. But it is a fundamental component for properly handling 3D DWG files. So, we must find a free software implementation of it or implement our own. Felipe Sanches
