At least for me it's one of the few last big mysteries how WINDOWS decides what programs should be listed as "Alternative Editors" (or how you want to call it). It seems if I asked often enough WIN accepts my wish. I doubt that it's a bug, but it might be a nice feature (may be for an Extension).
