The main question is: does it work? Nobody does an installation only to enjoy
filled folders on HDD ;-)
I can confirm your "empty program folder" observations for an obsolete
"LibO-dev 3.5" folder (mostly empty), but not for related "C:\Program Files
(x86)\LOdev 3.5\program", there all required files (lots of lots) are available
