Right, I can see the link in Google Docs, and downloading at PDF keeps the
link.
In online Office 365, the link is shown next to the image, and not exported to
PDF either.
In LibreOffice, I tested as far as 5.0 and I could never see a link on the
image in the DOCX attachment.

Just to clarify:
- when you say "the picture is clickable", you mean in MS Office desktop,
right? When you open the DOCX in LibreOffice, the picture is not clickable, and
the URL field is empty? In which case it would be a DOCX filter issue.
- your second attachment ("Docs file that I saved using save as pdf - link
works") was exported with MS Office?
